CEO市長招商 得先搞定五缺

準高雄市長韓國瑜喊出要當經濟CEO市長，並身兼投資小組長，但招商引資首須面對及解決企業「五缺」困境，缺地更是迫在眉睫，雖然高市府儲備逾1200公頃產業用地，但如何縮減曠日費時行政流程，須由地方、中央政府攜手突破。
中華民國工業協進會理事長、台灣螺絲公會理事長蔡圖晉點出，企業不願投資，普遍是缺地、缺水、缺電、缺工、缺人才的「五缺問題」。他建議，台糖有5萬甲地，若透過工業局協助規畫為工業用地，可望吸引台商回流。
蔡圖晉說，企業也擔心水、電供應不穩定，政府屬意的替代能源談何容易？建議重啟核電，關掉沒有效益的火力發電廠。
韓國瑜承諾當選後要陪農、漁民出國找訂單。蔡圖晉提及，近來陸美貿易大戰波及台灣螺絲產業，訂單衰退3成，期許新政府協助螺絲業者出國找訂單，否則面對一例一休人事成本激增，大陸又來搶單，利潤壓縮、單出不去，只能無語問蒼天。
高市百貨商業同業公會前理事長、「褲子大王」楊政城認為，企業不敢投資在於人口流失、消費力低落、人又進不來，若對陸客團鬆綁，短期可立竿見影，帶動旅館、觀光商機，刺激經濟循環。
高市府官員私下透露，高雄產業用地近乎飽和，產業找不到可用大面積土地，且「生地變熟地」需要時間，牽涉土地取得、打造基礎建設或涉及環評程序，以和發產業園區為例，前後歷經8年才正式開發。
和發土地開發總經理張俊良指出，企業最關切土地問題，有不少台商打算回流，但聽到土地取得成本就怕，和發園區祭出「租轉售」方案，預繳15％現金，後續3年再繳尾款，可大幅減輕廠商開發負擔。
高市府指出，目前儲備逾1200公頃產業用地為全台之冠，包括近期獲行政院首肯的橋頭科學園區、進駐率達8成的和發產業園區，及正進入內政部都市計畫審議、環評最後階段的仁武產業園區，還有南星計畫區及高雄最具國際競爭力的亞灣經貿特區。
