高雄市鄭姓女子四年前蓄意旋開瓦斯鋼瓶閥，再用打火機點火釀民宅氣爆，害自己顏面、四肢有燒燙傷，檢警據高雄市消防局火調報告，依放火燒燬住宅罪嫌起訴鄭女。然而，鄭女不斷辯稱，「不記得案發經過」，鄭父也證稱，女兒長期受思覺失調症所苦，有就醫診斷紀錄，高雄地方特惠組合法院認定鄭女犯案時，出現被害妄想才想輕生，判她無罪，令她入處所施以監護1年。鄭女與舅舅、舅媽同住一屋，卻在四年前10月31日時，將放在一樓客廳茶几旁的瓦斯鋼瓶氣閥開關轉開，讓瓦斯外洩，再點火點燃瓦斯，害民宅氣爆，現場一片慘不忍睹，沙發塑膠皮、電視機外殼全被燒熔，茶几桌板結構也被高溫燒得碳化，幸好氣爆威力不至於讓住宅主結人氣產品過年送禮推薦構損壞。. } }); } 同棟住戶聽聞氣爆聲響，通報高雄市消防局趕抵搶救，涉嫌縱火的鄭女也被依法送辦。鄭女到案辯稱，有聽過父親講述過此事，但已不記得案發經過。鄭女辯護人也辯稱，鄭女受妄想型思覺失調症影響人氣產品網購人氣商品，犯案時欠缺辨識、行為能力，也就沒有責任能力。檢方調查，鄭女案發前曾陸續在家割腕、用刀刺傷胸口，還曾從3樓高處一躍而下，送往高雄榮民總醫院急診救治，發現她出現被害意念，還有視聽幻覺等症狀，經醫院診斷，鄭女疑似有思覺失調症。鄭女在犯案那年9月22日出院，隨後在10月31日縱火，害自己顏面、右上肢、雙下肢有二度燒傷，受傷表面積占全身13%。高雄地方法院認定，鄭女犯案時受被害妄想影響，無法分辨現實與妄想情境，深感無望才萌生自輕生念頭，判她無罪。然而，鄭女行為對他人生命財產有高度危險性，若缺乏適度治療，恐有再犯疑慮；為優惠專區必買及早預防，法官令她持續接受精神評估、治療，並入相當處所施以監護1年，可上訴。高雄市鄭女患思覺失調症，4年前出現被害妄想，旋開瓦斯又點火釀氣爆，高雄地方法院認定她無行為辨識能力，判她無罪，但要施以監護1年。圖／報系資料照 分享 facebook
美國參院批准《西藏旅行對等法案》
（德國之聲中文網）該法案至此已在參眾兩院獲得多數通過，一經總統簽字即可生效。法案发起人之一的國會議員麥克高文（ James McGovern）表示：'該法案一旦獲總統簽署，將會給那些有系統踐踏藏人基本權利的中國官員帶來嚴重後果。如果這些官員希望來美國，那麼他們就需要對等保障美國人進入西藏的權利。"
另一位草案发起人國會議員哈特格林（Randy Hultgren）表示：'中國政府試圖不讓國際社會看到西藏宗教、文化及語言遭到破壞的事實，但與此同時，中國官員及公民卻可以暢通無阻的前來美國。該法案有利於為那些阻止別人進入西藏的中國官員營造對等條件，這是讓藏人自由交換信息的一個重要步驟。'
來自佛羅裡達州的參議員盧比奧（Marco Rubio）在參議院发表的演說中稱："那些阻止美國外交官、記者和藏裔美國公民進入西藏的中國官員，卻可以自由進出美國，我們無法接受這種雙重標准。我期望特朗普總統能夠盡快簽署該法案，這將有助於對等原則在中美關系中得到某種程度的矯正。"
《西藏旅行對等法案》已於今年九月在眾議院獲得通過。該法案還規定，美國國務卿每年必須向國會匯報美國人是否能夠自由進入西藏以及中國官員阻撓美國人進入西藏的情況。一旦发現有中國官員阻撓美國人入藏，那麼相關的中國官員將被禁止入境美國。
總部設在華盛頓的'國際聲援西藏運動'（International Campaign for Tibet）周二在其官網上发表聲明，對美國眾參兩院通過西藏旅行對等法案表示歡迎。聲明中稱：'該法案體現了外交關系的對等原則，即雙邊公民應享有同等的權利。'聲明指出：迄今為止，美國公民前往西藏受到嚴格限制。"而與此同時，中國公民、國家宣傳機器的記者以及中國共產黨的官員卻可以在美國暢通無阻，並就西藏問題對美國政府開展游說工作。"
早在該法案遞交參議院表決之前，中國官方的《環球時報》就发表評論稱，"美國當然沒有權力通過國內法來對其他國家指手畫腳，其他國家並沒有任何義務'遵守'美國的國內法。"'從根本上說，'西藏旅行對等法'無論通過與否，對中國都構不成什麼大的影響。無論是對於'台灣旅行法'，還是'西藏旅行對等法'，我們的工具箱裡並不缺少見招拆招的工具。'
